Leadership, Accountability & Integrity in Oakland Interscholastic Athletics
The Oakland Athletic League (OAL) and CIF Oakland Section are committed to providing a fair, equitable, safe, and educationally centered interscholastic athletics program for the students and schools of Oakland.
Our governance structure establishes the policies, procedures, responsibilities, and standards that guide athletic competition throughout the Section. Governance is rooted in the belief that athletics are an extension of the educational experience and should promote academic achievement, sportsmanship, character development, leadership, equity, and student well-being.
CIF Oakland Section
The CIF Oakland Section is one of the governing sections of the California Interscholastic Federation (CIF) and is responsible for administering interscholastic athletic programs under its jurisdiction.
The Section provides oversight of:
- Student-athlete eligibility
- League and Section bylaws
- Athletic competition and scheduling
- Section championships and postseason administration
- Sportsmanship and conduct
- Health and safety requirements
- Coaching compliance
- Transfers and eligibility determinations
- Appeals and waiver processes
- Officials and competition standards

All member schools participating within the CIF Oakland Section are expected to operate in accordance with CIF State Constitution and Bylaws, CIF Oakland Section Bylaws, Oakland Athletic League policies, and applicable school district requirements.
Governance Structure
The CIF Oakland Section and Oakland Athletic League operate through a collaborative governance model that includes Section leadership, school administrators, athletic directors, coaches, and other educational partners.
Section Commissioner
The CIF Oakland Section Commissioner serves as the chief administrative officer for the Section and provides leadership for the administration of Oakland interscholastic athletics.
The Commissioner is responsible for overseeing the implementation and enforcement of CIF and Section policies, coordinating Section championships, administering eligibility matters, supporting member schools, and ensuring that athletic programs operate consistently with the educational mission of the Oakland Athletic League.

Member School Leadership
Effective governance begins at the school level.
Principals and designated school administrators maintain responsibility for the athletic programs operating within their schools. Athletic Directors serve as the primary school-based administrators responsible for coordinating athletic programs and maintaining compliance with League, Section, District, and CIF requirements.
School Administrators
School administrators provide institutional oversight of their athletic programs and are responsible for ensuring that programs reflect the educational standards and expectations of their schools.
Athletic Directors
Athletic Directors serve as the primary liaison between member schools and the Oakland Athletic League/CIF Oakland Section.

Member Schools
The Oakland Athletic League and CIF Oakland Section bring together Oakland schools through a shared commitment to educational athletics.
Member and participating schools may include comprehensive high schools, alternative schools, small schools, charter schools, and approved affiliate programs competing under CIF Oakland Section governance.
Schools currently participating in Oakland Section athletic programming include programs such as:

Additional charter, affiliate, and participating schools may compete within designated sports and league structures in accordance with Section approval and applicable CIF regulations.
Policy & Bylaw Governance
Athletic programs within the Oakland Section are governed through multiple levels of policy.
CIF State
CIF State establishes statewide rules governing interscholastic athletics throughout California, including regulations related to eligibility, transfers, championships, health and safety, sportsmanship, and competition.
CIF Oakland Section
The Oakland Section adopts and administers Section-specific regulations and procedures consistent with CIF State requirements.
Oakland Athletic League
The Oakland Athletic League establishes operational policies governing regular-season league competition, schedules, sport-specific procedures, championships, and league administration.
Member Schools & District Policies
Schools must also comply with applicable district and school policies governing student participation, academics, employment, facilities, transportation, safety, and school operations.
When policies intersect, schools are responsible for complying with all applicable requirements.
Rules, Eligibility & Compliance
Maintaining competitive integrity is one of the central responsibilities of the Oakland Section.
Participation in interscholastic athletics is a privilege governed by academic, residency, enrollment, age, transfer, conduct, and other eligibility standards established by CIF.
The Section works collaboratively with schools to ensure eligibility decisions are administered consistently, fairly, and in accordance with established bylaws.

Student safety is fundamental to every governance decision.
Member schools and athletic programs are expected to comply with applicable CIF, state, and district requirements related to:

- Heat illness prevention
- Emergency action planning
- CPR and First Aid
- Coaching education
- Appropriate athletic supervision
- Safe playing environments
- Student-athlete wellness

Sportsmanship & Conduct
Participation in Oakland Athletic League athletics carries an expectation of exemplary conduct.
Student-athletes, coaches, administrators, parents, spectators, and officials share responsibility for creating athletic environments characterized by:

- Cultural awareness
- Positive support of students
Conduct inconsistent with CIF, Section, League, or school standards may result in disciplinary action.
Competition should be intense. Respect should be unconditional.
Decision-Making & Accountability
Governance within the Oakland Section is based upon transparent policies and clearly established administrative procedures.
When issues arise, the Section works with school leadership to:
- Review applicable CIF and Section bylaws.
- Gather relevant information and documentation.
- Provide schools with an opportunity to present information.
- Make decisions based upon established policy.
- Communicate decisions to the appropriate parties.
- Provide appeal procedures when applicable.
The goal is to maintain consistency while protecting the rights of students and schools.
Appeals & Eligibility Determinations
Certain Section decisions may be eligible for review or appeal in accordance with CIF State and Oakland Section procedures.
Schools requesting consideration of eligibility matters, waivers, hardships, transfers, or other governance issues should work through their school Athletic Director and administration before submitting materials to the CIF Oakland Section.
