Certifying Agencies:

As of April 28, 2021, the OUSD LBU policy has been amended to accept Oakland-based firms who are currently certified by the following agencies:

• City of Oakland 
• Port of Oakland 
• Alameda County Transportation Commission 
• Alameda County 
• California Public Utilities Commission 
• Caltrans 

Note: Designation as a “small” business remains in alignment with the City of Oakland size standards.

Small Business Support

California Office of the Small Business Advocate (CalOSBA) 

The California Office of the Small Business Advocate (CalOSBA) supports economic growth and innovation and ensures that ALL California small businesses and innovative startups have the information and direct support they need to better navigate resources, programs and regulations.

SBA - Local Assistance Programs

SBA provides an array of technical centers, financial opportunities, export and trade assistance, and targeted outreach programs for small businesses all over the country.

Small Business Development Center

Last year, East Bay SBDC helped more than 2,327 clients navigate through a pandemic and access $57 million in capital to start or grow their business and create a meaningful impact on our local community – the likes of 671 new jobs.
