Air Quality and Thermal Comfort

Overview

OUSD is taking a phased, districtwide approach to improving air quality and thermal comfort in our schools. In response to increasing temperatures, aging facilities, and limited cooling in many classrooms, the District is implementing immediate heat mitigation strategies while planning for longer-term active cooling and infrastructure improvements. Our approach is data-informed, equity-centered, targeted, and scalable. We are prioritizing the highest-need classrooms and campuses, learning from initial implementation, and using temperature monitoring and field conditions to inform how successful strategies can be expanded districtwide.

Air Quality and Thermal Comfort has been identified as a priority in the District’s 2025 Facilities Master Plan (FMP). The FMP aims to upgrade and enhance infrastructure reliability, classroom heat and climate control (HVAC issues), and electrical systems to meet modern needs.

In addition, the OUSD Board Of Education passed Resolution No. 2526-0226 – Protecting Student Health and Educational Equity Through Urgent Districtwide Heat Mitigation - to reiterate the urgency and importance of providing thermal comfort to our students and staff on campuses.

Strategy and Approach

OUSD is implementing a comprehensive, tiered heat mitigation strategy to protect students and staff from rising classroom temperatures, a top community priority identified in the district's Facilities Master Plan. The program is guided by an equity-centered rubric that prioritizes schools with the highest heat exposure, youngest students, and the greatest proportion of high-need populations.

Funding

The Board Of Education has allocated $8M in bond funds from Draw 3 of Measure Y. An additional $4M was allocated in June by the Board, to total $12M in funding allocated to Air Quality and Thermal Comfort. The District is also exploring additional funding opportunities, such as a collaborative community-based Ed Fund to further support the implementation of strategies.
