The OUSD Facilities Planning and Management Department has developed a draft 2026 Facilities Master Plan to help shape the future of our school facilities. The draft plan outlines proposed priorities and strategies to improve facilities in ways that better serve students, staff, and the community, while aligning with the OUSD mission.

OUSD is inviting district staff, community members, parents and guardians, students, and school site staff to review the draft Facilities Master Plan and share feedback. A link to a feedback form is provided below for submitting comments and input, which will help inform refinements to the plan before it is finalized. We are requesting that feedback be submitted by February 23, 2026.

Facilities Master Plan Process Map

The Facilities Master Plan is developed through broad community engagement and a detailed analysis of enrollment trends, program needs, facility conditions, and funding opportunities. It incorporates district policies and priorities to create a clear planning framework that outlines investment levels and guides decision-making. All of these inputs come together to produce a comprehensive, data-driven Facilities Master Plan designed to support the district’s long-term goals.

The Facilities Master Plan was developed through an equitable lens to address the District's capital improvement needs and enhance learning opportunities for all students. It served as the foundation for the successful Measure Y bond campaign and supported state bond fund applications to supplement local funding. The Plan builds on previous initiatives, including the Blueprint for Quality Schools, the Citywide Plan, and the 2012 Facilities Master Plan.
