Important Update
Dear Oakland Community,
On June 25, 2025, the Oakland Unified School District (OUSD) Board of Education approved Emergency Resolution No. 2425-0132, authorizing the demolition of three vacant properties—Ralph J. Bunche Academy (991 14th St.), Hillside Academy (2369 8th Ave.), and 1025 2nd Ave.—due to unsafe conditions. To address these hazards and protect surrounding neighborhoods, the Board approved an $11.2 million budget from the Measure Y Expenditure Plan for demolition-related actions and initial project planning.
As of October 8th, the buildings located at Hillside Academy at 2369 8th Ave. have been demolished, and the encampment at 1025 2nd Ave. has been removed and site has been secured. Please see the most recent update on Ralph J. Bunche Academy demolition project, below.
Ralph Bunche Academy Demolition and Environmental Cleanup
The Oakland Unified School District continues to make steady progress on the demolition and cleanup of the former Ralph Bunche Academy site.
Following a series of delays outside the District's control ( including a federal government shutdown and additional arson-related fires that occurred while regulatory guidance was pending), the District has now completed environmental testing and containerization of all fire-related debris at the site.
Environmental Cleanup Status
- All debris affected by the August arson fire has been fully tested and characterized by licensed environmental professionals.
- Materials containing contaminants, including PCBs, have been safely secured in 14 sealed, regulated containers.
- These containers are scheduled to be transported to a
licensed hazardous waste facility in Nevada for proper disposal, in full compliance with federal and state regulations.
- At all times, containments have remained contained on District property and have not posed a risk to the surrounding community.
Demolition Progress

Demolition of the remaining site structures not impacted by PCBs is currently underway.

Once the regulated containers are removed, the District will complete a final, limited round of testing of hardscape and soils adjacent to the neighboring West Oakland Library, pending approval from the U.S. Environmental Protection Agency (EPA).
- This testing is part of the formal site closure process.
Community Safety

Regular assessments of air quality and the containers continue to confirm that there is no hazard to the public, including nearby residents, the West Oakland Library, and DeFremery Park.

No special precautions are recommended outside the secured work area.

While there were past issues with unauthorized site access, no recent intrusions have occurred, and site security remains in place.
The District appreciates the community's patience as this complex cleanup has processed under challenging circumstances. We will continue to provide updates as demolition and final testing are completed.

Overview
The physical assets of the Oakland Unified School District shall be managed and maintained as a system to provide safe, secure, healthy, and technologically ready learning environments for students in Oakland’s publicly funded schools in alignment with the District’s Strategic Plan.
To support the District’s educational and operational functions, the District shall also use its properties to realize unrestricted revenue to support programs and services for District students. (BP 7350 Asset Management Policy )
