All City Council Governing Board
The All City Council (ACC) Governing Board is comprised of 11 OUSD high school students elected by their peers to represent their experiences and voices in district-level engagements and decisions. The ACC Governing Board supports student engagement opportunities for middle and high school student leaders to further develop students' leadership skills, provide leadership trainings, engage students around district-wide priorities, and create space for students to discuss what matters to their school experiences most.

STUDENT DIRECTORS
The Student Directors serve on OUSD's Board of Education and represent students' voices and perspectives in decisions made by the board. Student Directors report at Board of Education Meetings information related to All City Council activities and initiatives and information related to students' experiences across OUSD.
Michele Vasquez (she/her)
My name is Michele Vasquez and I am the Student Director for ACC. I attend MetWest High School and will be a Senior in the 2024-25 school year. I am a part of my school's student government where I held the media director position for the 2023-24 school year and have been interning at Centro Legal De La Raza. Through my internship, I have been able to help with outreach and lead their Youth Law Academy, which supports Oakland students in navigating the path to college and career.
I decided to join the ACC Governing Board because I want to give a voice to small schools in OUSD. After all, their voices tend to not get heard. I want to bring a new perspective and representation to the Hispanic community since the majority of students in OUSD are Hispanic/Latino. One of my goals is to help students with the struggles they may be experiencing within their community and affecting how they show up to school. Oftentimes, students go through problems in their community and feel scared to voice them to their teachers/staff and I want to be that person they can go to so they can feel heard.
Maximus Simmons (he/him)
Hello everybody, My name is Maximus (Max) Simmons, and I am your student director for the 24-25 school year. Through my role, I aim to improve Restorative Justice (RJ) in every OUSD high school before my time as student director is up. I have plenty of plans for this school year and will make sure I turn Thoughts into Things. I previously served as ACC’s Culture & Climate Director and have been a peer restorative justice leader since being a middle school leader. I am very excited to be representing our OUSD students.
PRESIDENT
The president chairs all All City Council Governing Board and General Meetings. The ACC president works with the vice president to plan actions taken by the All City Council.
Marianna Smith (she/her)
My name is Marianna Smith, I am an 11th grader at Oakland Tech and will be All City Council’s President for the 2024-25 school year. I joined the All City Council as the Culture & Climate Director during my Freshman year and have served as President since then. I continue to be a part of ACC because I love being able to give a voice to students in OUSD by being a representative for all students across our district. Through my role, I have been able to talk to so many great students and staff across our district and think through how we can collaborate on ideas to help strengthen all of our school sites.
VICE PRESIDENT
The vice president works alongside the president. The vice president coordinates and oversees all All City Council committee work.
Ashley Tchanyoum (she/her)
Hi, my name is Ashley, I am a junior at Oakland Tech and will be serving as Vice President of All City Council for my second year. Through my role, I have been able to get involved with Oakland Youth Vote’s (OYV) Core Leaders Committee to continue pushing for the implementation of OYV for school board elections. I cannot wait to see what another year in ACC had in store for me and all students of the OUSD. I hope to continue advocating for better educational opportunities for my peers in OUSD and support bringing student voice to district initiatives.
HISTORIAN
The historian maintains records of all All City Council activities by taking pictures at ACC related events and organizing/filing records of such events. Furthermore, the historian ensures that the ACC body is keeping to the original mission and vision of ACC.
Calupe Kaufusi
My name is Calupe Kaufusi. I'm a sophomore at McClymonds high school and I am the historian for ACC. I want to represent my school so I can give my school a better name and give all students across OUSD more opportunities to express themselves. What I hope to accomplish while I'm historian for ACC is helping in any way I can to ensure that all of our OUSD students are able to be happy and live life to the fullest. I am also a part of the Oakland Youth Commission and represent District 2 youth on issues that affect us across the city of Oakland.
LCAP DIRECTORS
LCAP Directors serve as the student representatives at OUSD's Parent Student Advisory Committee (PSAC). LCAP Directors have a say in where money in OUSD will be spent and help inform decisions around OUSD's budget while holding the PSAC and OUSD accountable to their commitment to students in OUSD.
Ariana Astorga Vega (She/her)
Hello everyone! My name is Ariana, one of ACC's LCAP Directors for the 24-25 governing year. As I begin my final year at Oakland Technical High School, as a senior, I'm eager to represent and advocate for the fundamental needs of OUSD students, particularly those who are severely underrepresented within the district. As a Latina and first-generation low-income student myself, I am deeply committed to ensuring equitable opportunities for all students. During my time on ACC's governing board this year, I hope to make meaningful contributions towards fostering inclusivity, amplifying student voices, and ultimately driving positive change within OUSD for all students.
Lina Nguyen (She/her)
Hello! I'm Lina Nguyen, a rising Junior at Skyline and I serve as one of ACC's LCAP Directors for the 24-25 school year! I am starting my second year as a Lead Student Organizer with Youth Together with the intention of advocating for students, fighting for educational equity, and fostering an inclusive community. I plan to focus on these values as I begin working with ACC as well. I joined ACC with the purpose of amplifying the voices of OUSD students, to fight for our education because it is a basic human right, not a privilege.
CULTURE & CLIMATE DIRECTOR
The Culture & Climate Director holds the All City Council accountable to their agreements and values at all ACC meetings and events. The Culture & Climate Director medias any conflict that may occur between ACC affiliated individuals but also facilitate community building activities and opportunities to prevent conflict from arising.
Inara Shafiq (she/her)
My name is Inara Shafiq, I am a 10th grader at Skyline High School and I will be the Culture and Climate Director for 2024-25. I decided to run for ACC because I want to implicate more restorative justice in schools and incorporate student voice in the decisions made throughout the district. I hope I can make connections, help other people connect with one another and utilize leadership resources to help people and families in OUSD, as well as educate students about the purpose and benefits in restorative justice.
HEALTH & WELLNESS DIRECTOR
The Health & Wellness Director ensures that All City Council keeps healthy conversations in mind, especially as it relates to our priorities. The Health & Wellness Director works with district staff within OUSD's health and wellness unit to provide student voice and perspective around services and resources that exist across OUSD schools. The Health & Wellness Director reports to the ACC Governing Board important information regarding health and wellness services and opportunities as it relates to mental and physical health.
Sophie Mehouelley (she/her)
My name is Sophie Mehouelley, I am a junior at Oakland Tech, and the health and wellness director for All City Council (ACC) during the 2024-25 school year. This will be my second term as ACC’s Health & Wellness Director. I decided to join ACC because I believe that we need to have more students speaking out on things that directly affect us. We need to have more youth advocacy that addresses the needs of our students in OUSD. As Health & Wellness Director, I would like for students to be more aware of the resources that exist for students as it relates to their own physical and mental health as well as create more safe spaces for students on campus.
MEDIA DIRECTOR
The Media Director advertises All City Council events, meetings and relevant actions through our student website, district-wide communications, social media, and/or school/class announcements. The Media Director leads and coordinates outreach and recruitment of ACC members and delegates.

The Secretary keeps details minutes and records of each All City Council meeting while ensuring relevant information is shared with students from across OUSD. The secretary keeps organized records of actions taken by the ACC Governing Board for rapid reference.
