Workforce Realignment and What It Means

Phase 2: Realign is where most employees and families will feel the work most directly. Here is what it means.

What Is Workforce Realignment?

As part of the District's workforce realignment, some positions will be reduced or eliminated through a process called a Reduction in Force, or R.I.F. Here is what that means and what it does not mean.

What Is a R.I.F.?

RIF stands for Reduction in Force. That is a formal term for when an organization has to reduce the number of positions because it does not have enough money to pay for all of them.

A R.I.F. is not the same as firing someone for doing something wrong. It means the job itself is being reduced or eliminated to save money. If the employee whose job is impacted is not "bumped" to another position, then they will have to leave the District when the job is eliminated.

Think of it this way:

Think of it like a summer camp that received a special grant to hire extra counselors. When the grant ends, the camp can no longer pay for those extra positions. Some of those counselors have enough seniority to "bump" into other open roles at the camp, a different program, a different shift. Others, without that seniority, have to leave when their position ends. No one did anything wrong. The camp still needs counselors. The grant money that paid for those specific jobs is simply gone.

Why Does the Law Set a March 15 Deadline?

In California, school districts must follow rules that protect workers. One of those rules says that if a district might need to reduce staff for the next school year, it must send a written notice to those employees by March 15.

This gives employees time to plan. They know ahead of time that their position may change, and they can start exploring other options, applying to other schools, or speaking with their union representative.

Receiving a March 15 notice does NOT mean an employee has definitely lost their job. It means the District is being honest that a position may be eliminated. Some employees may be rehired, others may be reassigned to a different role, and some positions will be permanently eliminated.

What a RIF notice DOES and DOES NOT mean:
It DOES mean: the position may be reduced or eliminated for the next school year
It does NOT mean: the employee has definitely lost their job
It does NOT mean: the employee did anything wrong
Many employees who receive notices are called back before school starts in the fall
It DOES mean: the District is being honest so employees have time to plan

What OUSD Is Doing to Minimize the Impact

Every notice represents a real person, someone who has given their time, energy, and care to Oakland’s children. The District does not take this lightly.

OUSD is working to keep the number of involuntary layoffs as low as possible. The District’s approach focuses first on other savings: reducing contracts with outside companies, freezing new hiring, cutting non-essential spending, and reorganizing how work is done.

OUSD is also offering a voluntary early retirement program called PARS (Public Agency Retirement Services) for eligible employees. PARS allows qualified employees to retire early while still collecting retirement benefits, which reduces the number of involuntary layoffs. Whether PARS is a good fit depends on an employee’s individual situation. Employees with questions are encouraged to speak with their union representative or contact the District’s Human Resources team for details.
