OUSD BENEFITS FAQ
Cash In Lieu
Cash In Lieu is a cash $250 stipend paid to those eligible employees who choose to terminate or not enroll in their District health benefits. The stipend equates to $3000 per year and is prorated for 10 month employees. To participate in this program, you must be an eligible full-time, non-OEA employee and provide proof of health insurance coverage through an outside employer. You must enroll within 30 days from your date of hire or during Open Enrollment. Your enrollment must meet all guidelines in order to participate. Domestic Partner
OUSD requires that domestic partners register their partnerships with the State of California - Secretary of State Office. You must meet their eligibility requirements. Please see more information on how to become eligible at the following website:
Once eligibility is granted, you must bring the certificate to the Talent Division/Benefits within 30 days of the date signed by the State.
Dual Coverage Is NOT Allowed
OUSD Employees that are married/registered domestic partners to another OUSD Employee or if you are currently a covered dependent child who is also an OUSD employee, you can enroll in healthcare benefits and maintain coverage individually or for married/registered domestic partners, one employee can maintain coverage for both. If it is revealed that there is existing dual OUSD insurance coverage, your plans are subject to adjustment and/or termination. Please contact a Benefits Representative for more information.

New Hires
You have 30 days from your hire date to turn in all your benefits paperwork along with supporting documents.
You will not be enrolled automatically. If you miss your 30 day window (which is also indicated on the bottom of the Importance Notice you signed), you must either wait until our next open enrollment or have a qualifying event.
Supporting Documents
Include but not limited to: birth certificate for children, adoption and/or guardianship also require court documents in addition to the birth certificates, marriage license and/or the State of CA Domestic Partnership certificate. Qualifying Events
If you should experience a qualifying event at any time during the year, you have 30 days from the date of the event to sign up and/or make changes to your benefits. Otherwise, you will need to wait until our next open enrollment. A few examples of qualifying events are as follows: marriage, divorce, newborn, adoption/guardianship, FTE/position change, return from unpaid Leave of Absence, loss of outside insurance coverage. Please speak to a Benefits Representative directly for more information.
STIP Teachers
Effective July 1st, 2018, STIP substitutes who are eligible for medical coverage may cover their spouse and/or dependents up to the age of 26 under their medical plan, at their own cost. All forms to enroll in Kaiser Permanente HMO must be returned to the Benefits Office at 1000 Broadway, Suite 295 OR sent directly your assigned Benefits Representative along with any supporting documentation.
