    Language Assessment:
    -Arabic translators still needed, can we hire an Arabic translator to assist in the office?
    -Are there any available Farsi translators in the district? Can the brother of Asma and Safa be contacted?

    Public Comment/Conversation:
    -Monday we will set up a canopy for enrollment forms to be collected and to remind parents to submit their enrollment forms.
    Friday, March 17, 2017, parents will gather in Portable 31 to begin a parent group.  Ms. Hersi will lead this parent gathering.
    -Ms. Jackson and Ms. Edwards will reach out to the families on the list who signed up interested in the parent gathering.

    Site English Language Learner Subcommittee (SELLS) Meeting Minutes: January 12, 2017

    1. Welcome/Call to Order/Roll Call:    Ms. Hersi welcomed parents and staff to the SELLS meeting.  Members present: Asia Hersi, Willis Hickox, Gina Krashna, Errol Garcia, Quise Edwards; Absent: Fariha, Lydia Alexandre, Nhung Le, Hamzah Al azzawi

    2. Approval of Minutes: Ms. Hersi reviewed the minutes.  There were no concerns about the minutes.  A motion was made and seconded to approve the minutes.

    3. Language Needs Assessment: Ms. Quise spoke about these topics:

    a. There are no Farsi interpreters in the district.  Franklin School, however, does have a Farsi speaking family and we will look into to see if they can help when Farsi translations are needed. 

    b. Franklin School has access to an Arabic translator as needed.


    4. Technology Survey: Mr. Hickox talked about the following:

    a. Parents, students, and teachers completed the December online Technology Survey.

    b. Starting February, the Franklin community will take the yearly CHKS (California Healthy Kids Survey).  Parents will receive this survey from school and parents will also be able to take an online version of this survey.  Fifth grade students and the Franklin staff will also take this survey.  This is an important survey.

    5. Public Comment: Ms. Hersi There were no public comments.

    5. Adjournment: Meeting adjourned at 9:28 a.m.  Next SELLS meeting: February 9, 2017 at 9:00 a.m. in the library. Spanish translation: Gina Krashna.

    Site English Language Learner Subcommittee (SELLS) Meeting Minutes: December 1, 2016

    1. Welcome/Call to Order/Roll Call:    Ms. Hersi welcomed parents and staff to the SELLS meeting.  Members present: Asia Hersi, Willis Hickox, Lydia Alexandre, Rash Al-Obaidi, Quise Edwards, Nhung Le, Hamzah Al azzawi;  Absent: Fariha

    2. Approval of Minutes: Ms. Hersi reviewed the minutes.  There were no concerns about the minutes.  A motion was made and seconded to approve the minutes.

    3. Language Needs Assessment: Ms. Quise spoke about these topics:

    a. An Arabic speaker will be hired starting January 2017 to work in the office to assist our Arabic speakers.

    b. The ESL classes will be extended to three days starting in January 2017. 
        Tuesdays: Level 1 10:00 – 11:45; Level 2 12:00 – 1:30
        Thursdays:  Level 1 10:00 – 1:00
        Fridays: Level 2 10:00 – 1:00

    c. Report card distribution in the library. There will be computers for parents to take the technology survey and visit the Franklin Website.  There will also be a wellness table.  Translators will be available.  Parents can make appointments with their child’s teacher if they have questions about the report cards.
     Monday: Grades 4 and 5: 8:00-9:00 a.m. and 2:30-3:30 p.m.
     Tuesday: Grades 2 and 3: 8:00-9:00 a.m. and 2:30-3:30 p.m.
     Wednesday: Grades TK/K and 1: 8:00-9:00 a.m. and 1:00-1:45 p.m

    d. Family Literacy Night: Thursday, December 8, 2016.

    4. Technology Survey: Mr. Hickox had Chromebooks available for the parents to do the Technology Survey.

    5. Public Comment: Ms. Hersi 

    a. November 17, 2016 District SELLS.  Ms. Hersi reported about her attending this meeting.  Topics at the meeting included how to help newcomers to become proficient in English, How Proposition 58 approval will bring more money to schools with refugees, low-income and newcomers. She also brought back informational fliers which are placed in the office binder.

    b. There is a need for a Farsi speaking staff member working in the office to better assist our Farsi speakers.

    Site English Language Learner Subcommittee (SELLS) Meeting Minutes: November 3, 2016
     
    1. Welcome/Call to Order/Roll Call:    Ms. Hersi welcomed the parents and staff to the SELLS meeting.  Members present: Asia Hersi, Willis Hickox, Lydia Alexandre, Fariha, Quise Edwards.  Absent: Rash Al-Obaidi.
     
    2. Approval of Minutes: Ms. Hersi reviewed the minutes with parents and staff.  There were no concerns about the minutes.  A motion was made and seconded to approve the minutes.
     
    3. Language Needs Assessment: Ms. Quise spoke about how can Franklin School can better meet the needs of our foreign language speakers. These were some suggestions:
             a. The office has parents who speak certain languages at specific times during the month or week so parents can get information in their language or request assistance.
             b. Family Resource Room: Tables would set up with parents representing our different languages as a family fair to help parents answer questions about Franklin activities, concerns and suggestions.
             c. Post minutes on website as text so they can be cut and pasted into a translation engine.
             d. Classroom parents from each classroom would meet monthly to discuss what is happening in classrooms and at the school.
     
    4. Public Comment: Ms. Hersi 
             a. The cafeteria food is not as tasty as it could be so students would eat more of the food. 
             b. Some parents are concerned that some teachers are not giving out homework.  Parents use the homework to see what students are doing at school.  Teachers can use the website to communicate with their students’ parents.
             c. Parents would like more ESL classes per week.
             d. November 17, 2016 District SELLS Meeting at TBD. Ms. Hersi will represent Franklin School.
     
    5. Adjournment: Meeting adjourned at 9:35 a.m. Next SELLS meeting: December 1, 2016 at 9:00 a.m. in the library.

    Flier: INVITATION TO PARTICIPATE IN THE SITE ENGLISH LANGUAGE LEARNER SUBCOMMITTEE (SELLS)
     
    October 3, 2016
    Parents, Community Members, Teachers, Other Staff and Students:
     
    You are invited to attend a meeting to establish our SELLS on Thursday, October 6, 2016 at 9:00 a.m. in the Franklin Library.

    At this meeting, parents of English Learners will have an opportunity to elect your representatives to the committee. 
     
    Federal Education Code requires schools with 21 or more English Language Learners (ELL) to establish a school level advisory committee composed primarily of parents of ELLs to provide the following:
    • Advise the school site council (SSC) on the development of the Single School Plan for Student Achievement.
    • Advise the principal and staff on the school’s program for English learners.  
    • Assist in the development of the school’s needs assessment.
    • Help to make parents aware of the importance of regular school attendance.

    The SELLS has the opportunity to elect at least one member to the LCAP EL parent advisory committee. This committee offers an excellent opportunity for parents, community members and school personnel to work together and plan for student achievement. We encourage you to attend this meeting and elect your representatives to our Site English Language Learner Subcommittee (SELLS).

    Minutes: October 6, 2016, Establishment Meeting

    Franklin School
    School English Language Learners Subcommittee (SELLS)

    1. Welcome: Principal Ingrid welcomed parents to this meeting and explained what the meeting was about. What are the needs of our ELL students and how we can help them. She displayed a PowerPoint (PP). Talked about SELLS history, monitoring, and strategies. (See PP attachment.)

    2. SELLS Training: Principal Ingrid talked about the following items:
    • Requirement: every school with 21 or more ELs must have a SELLS: As of 10/3/16, Franklin School had 717 students of which 542 (75%) of whom are ELL (ELL Means English is not the native language spoken at home and the students speak a language other than English at home.)  Top languages at Franklin are: English, Chinese, Vietnamese, Spanish, and Arabic.
    • Duties and responsibilities of the SELLS: PowerPoint
    • Composition of SELLS: Anyone can become a member.  75% must be parents of ELLs.
    • Nomination and election of parent members:
    • Rules of Order: 
    • Bylaws: No action
    • Records: No action

    3. Election of parent members: A motion was made to have all family member at this meeting become members of the SELLS subcommittee. It was seconded. Parents who wanted to be members filled in the membership roster.  A motion was made and seconded to nominate Asia Hersi as chairperson.  A motion was made and seconded to nominate Rasha Al-Obaidi as vice-chairperson.

    4. School staff members: A motion was made and seconded to nominate Willis Hickox as secretary.

    5. Election LCAP EL Parent Representative: A motion was made and seconded to table items 5, 6, and 7.

    6. Approve Rules of Order or Bylaws: No action

    7. Public Input: None

    Establish Date of Next Meeting and Adjourned: First Thursday at 9:00 a.m
