    School Site Council Meeting Minutes:  February 17, 2017

    1. Welcome/Call to Order/Roll Call:  Ms. Alexandre welcomed parents and staff to the SSC meeting.  Members present: Lydia Alexandre, Esther Lara, Yvonne Prospato, Aileen Chang, Imelda Ojeda, David Li-Bland, Mimi Nguyen and Willis Hickox.  Absent: Osbornique, Ingrid Seyer-Ochi. We have a quorum.

    2. Approval of Minutes: Ms. Alexandre had the parents and staff reviewed the January 20, 2017 minutes.  A motion was made and seconded to approve the minutes with the following minute updates: 3a. Academic Social; 4. Differentiated teacher; and parentheses added to (chosen and directed by teachers). Motion passed: Six in favor, and one abstention.

    3. SELLS Report: Mr. Hickox explained parents did not show up for the meeting probably due to the storm that was happening at the time. Need for adult ESL classes and Arabic speakers are still needed.

    4.  Upcoming budget items/planning for remaining 2016-17 budget: a) Leveled and Lucy Calkin's aligned "shelves" of books for all General Education classroom teachers. 28 @~175- 250 each =$4,900 - $7,000: Ms. Alexandre explained this will create equity in the classroom bookshelves so a circuit will have the same books.  

    5.  2017-18 SPSA process - sharing input from Franklin staff: Ms. Alexandre showed a PowerPoint to share the SPSA priorities: The Whole Child, ELL/Newcomer-tiered intervention, Data-driven teacher collaboration, closing the achievement gap, technology, family engagement. The library bulletin board still had the notes from the teacher input session on Monday, February 13, 2017. The Large/Small was clarified:  Large: one large post-it signified teachers’ top priority; Small: three small post-its signified secondary priorities.  One parent mentioned the Whole Child can be accomplished at home and the academics can be accomplished at school. A picture of the bulletin board will be attached to this month’s SSC documents.

    6. 2017-18 SSC budget and timeline: Ms. Alexandre explained the following budget items.  The budget is projected to be less next year but it is not finalized.  The key budget points are listed below.  One person wanted to see the One Pager.  A copy of this PowerPoint is attached to this month’s SSC documents.

    -$4,069,989 ($4,402,047) - $332,058 (Primarily due to staffing cuts and cuts thus in overall salary).  
    Non-staff restricted and unrestricted funds:

    7.  Rescheduling March SSC meeting from March 17 to March 10 to align with phase 3 of Budget process: Ms. Alexandre A motion was made and seconded to change the March 17 SSC meeting to March 10 to align with Phase 3 of the Budget Process.  Six in favor and one abstention.  Mr. Hickox emailed Angel Ho to see if the translators can attend the March 10 meeting. She said this change was possible the translators will attend the March 10, 2017 SSC Meeting.

    6. Public Comment:
    a. Garden Day, February 25, 2017 from 9:00 a.m. to 12:00 p.m.
    b. Family Literacy Night will be announced soon.

    7. Adjournment: A motion was made and seconded to adjourn the meeting at 9:40 a.m. Seven in favor. The next SSC meeting will be March 10, 2017 at 9:00 a.m. in the library.  The district provided three translators to support our meeting: Vila Wong: Chinese, David Copenhaguen: Spanish, and Tram Tran: Vietnamese.

    School Site Council Meeting Minutes:  January 20, 2017

    1. Welcome/Call to Order/Roll Call:  Ms. Alexandre welcomed parents and staff to the SSC meeting.  Members Present: Lydia Alexandre, Mimi Nguyen, Ingrid Seyer-Ochi, Yvonne Prospato, Aileen Chang, Imelda Ojeda, David Li-Bland and Willis Hickox.  Absent: Osbornique Williams, Esther Lara

    2. Approval of Minutes: Ms. Alexandre asked the parents and staff to review the December 16, 2016 minutes.  

    The following suggestions were made to amend the December 16, 2016 minutes.  Modifications to the minutes are  underlined:

    3a) Whole Child (Social, Academic, Emotional and Physical) Budgeted from PE Teacher and Coach E, Juan Quintana—social worker, sending teachers to teacher chosen workshops, thinking about restorative justice

    3c) Data-driven: Teacher Directed Collaboration: Teachers review past data to plan for future

    4—Teacher differentiated professional development chosen and directed by teachers, budget extra time, stip subs, training, ELD training
    4--Thinking about Asian American Families and how to increase engagement with them.

    5a. Our current superintendent, Antwan Wilson

    A motion was made and seconded to approve the amended minutes. The motion passed unanimously.

    3. Budget Approvals: Ms. Seyer-Ochi explained there was one request for a budget approval for books to increase our collaboration with the EBAYC after school program. EBAYC asked for examples of books to use with students. Franklin increased our number of minimum days and EBAYC picked up the cost to cover the minimum days.   A motion was to allocate the $80.04 to purchase these titles and seconded to approve this purchase. This was unanimously approved. See attached Titlewave request.

    4. SPSA 2017-18 Priorities: Ms. Seyer-Ochi talked about the resources Franklin may have next year.  Normally, school sites receive a One Pager (Budget) in January to let schools know their expected funding for the different goals.  The One Pager is not yet ready for delivery to the school sites. Schools hope to receive this One Page by February to allow schools to know and prepare for the 2017-18 budget process. Once Franklin receives the One Pager, we may have an Emergency SSC Meeting (if needed).  A comment: We should have this discussion now but we need to know the big ticket items because these priorities are tied to money. Ms. Seyer-Ochi has applied for a three year grant to work with our chronic absent and tardy students. Garfield has a model of this project.

    The SSC committee had a long discussion about our priorities for the coming year. We discussed the three from this year and whether an additional or new priority should be added which includes our student and family populations with the highest need. This discussion will be continued with the faculty in the coming months and at the next SSC meeting.
    1)    Whole Child: Meeting needs of all children with and respecting diversity, feelings and inter-personal (SSTs, SART)
    2)    Focal Populations: Newcomer and ELL: After-school, intervention, before school boost, newcomer, and transitional housed. Currently, Franklin puts many resources into this position.  Next, year the district stated they would fund this area.
    a.    African-American Students, (attendance, transition, stability, transportation, discipline practices, cultural competency, micro-aggressions) Chris Chatmon will be at Franklin this Wednesday, January 25, 2017 to talk about this concern. (Garfield used recess taken away from students as a time to provide extra academic support for students.) Intra-times—how to staff for the before, after, and during lunch and recess times was raised.
    b.    Latino Students: see 2a above
    3)    Data-driven Teacher Collaboration:
    4)    Family Engagement: This item is connected to the six board objectives: Adult school hub,  parent-staffed homework help club.  Franklin is working to draft a schedule for childcare for our parents while they are in ELS classes.
    Ms. Seyer-Ochi also mentioned that Aimee Eng, Franklin’s OUSD Board member, is aware of our budget and wants any major budget cuts removed from the table.  The district will continue to fund the AP position.

    5. SELLS Report January: Mr. Hickox mentioned the lack of Farsi, Arabic, Pashtun translators in a concern for our families.  Ms. Seyer-Ochi explained the difficulties of hiring someone.  Currently, there are no Arabic translators in the district. SELLS meetings now occur on the second Thursday of each month.

    6. Principal’s Report:    Ms. Seyer-Ochi reported on the following:
    a. We had a good turnout for the Walk-In on Thursday, January 19, 2017. Franklin’s OUSD Board member, Aimee Eng was present at our Walk-In
    b. Student informational walk, January 20, 2017 at 2:10, weather dependent, Franklin School will hold an informational walk around the block for students around who want to express their sentiments about the election. Students will carry signs about the values and beliefs they hold.

    3. Review 2015-2016 Priorities: Ms. Seyer-Ochi talked about priorities.  The current superintendent wants schools to talk about priorities for next year. Below are the priorities from teacher staff, SSC, staff members.  There is a SSC training on January 5 working on this process.

    5. Principal’s Report: Ms. Seyer-Ochi explained about the following topics:

    a. Our current superintendent, Antwon Wilson, will leave the district in February. An interim person was selected, Devin Dillon, to become the interim superintendent. Because of this, there was a sense that school budgets might be frozen.  It looks like if they freeze budgets, general discretion funds and not Title I funds will be frozen.

    School Site Council Emergency Meeting Minutes:  December 8, 2016

    1. Welcome/Call to Order/Roll Call:  Ms. Alexandre welcomed the parents and staff to the SSC meeting.  Members present: Lydia Alexandre, Ingrid Seyer-Ochi, Yvonne Prospato, Aileen Chang, Imelda Ojeda, David Li-Bland. and Willis Hickox.  Absent: Osbornique Williams, Esther Lara, Mimi Nguyen

    2. Budget Approvals: Ms. Seyer-Ochi explained that due to upcoming leadership transitions she felt it was best to begin using our Title 1 budget. She originally planned to place SSC Title I orders for library books in February 2017 but was concerned that the district would close the IFAS order system and this might delay the order. This is why she wanted to hold the SSC emergency meeting.  Ms. Seyer-Ochi distributed the current IASA-Title I Instructional budget to the SSC members. 

    The total cost for the library books (Follett and Laurel Books) is $7,525.40 from Object code 4200 (books other than textbooks).  A motion was made and seconded to approve purchase books for the library from Follett Schools and Laurel Books. Six members voted yes and the motion passed. One SSC member rejected the motion because the SSC member wanted more parents to attend the meeting to voice their opinions and wanted to wait to our regularly scheduled third Friday SSC meeting.  

    a. Follett School Solutions: The cost of this order is $6,312.48.  See attached Follett invoice.

    b. Laurel Books Store: The cost of this order is $1,152.92.  See attached Laurel Book Store invoice.

    c. Teacher Stipends:  Ms. Seyer-Ochi explained that she wants to pay 35 teachers a stipend of $250.00 for a total of $8,750.00 from Object Code 1120 Teacher Salaries Stipends to compensate for the missed day of work on the last day of school, June 12, 2017.  Ms. Seyer-Ochi applied for a grant to visit the Museum of Tolerance in Los Angeles for a two-day workshop professional development.  The grant covers airfare, hotel rooms, transportation to and from the airport, and professional development costs.  Our teachers will attend the PD at the Museum of Tolerance as a community.  Since there was no way to go during two school days because impossibility of hiring 35 subs for both days, she determined with staff input, the best day to attend this workshop would be on the last day of school for teachers with is Monday, June 12, 2017.  The museum is closed on Saturday so we could only go on a Sunday and Monday.  The plan is for teachers to attend the workshop on Sunday, June 11, 2017 and Monday, June 12, 2017.   A motion was made and seconded to spend $8,750.00 to compensate teachers for missing the last work day at Franklin School.  The motion passed unanimously.

    School Site Council Meeting Minutes:  November 18, 2016

    1. Welcome/Call to Order/Roll Call:  Ms. Alexandre welcomed the parents and staff to the SSC meeting.  Members present: Lydia Alexandre, Esther Lara, Mimi Nguyen, Ingrid Seyer-Ochi, Yvonne Prospato, Aileen Chang, Imelda Ojeda, David Li-Bland and Willis Hickox.  Absent: Osbornique Williams

    2. Approval of Minutes: Ms. Alexandre had the parents and staff review the October 21, 2016 minutes.  Esther Lara’s name was incorrectly spelled and Quise Edwards’ name was removed from the SSC members.  A motion was made and seconded to approve the October minutes.

    3. Budget Approvals: Ms. Seyer-Ochi explained that $1,600 needs to be spent to train three reading intervention specialist at Franklin in the use of Heinemann’s Leveled Literacy Intervention (LLI) program.  This LLI professional development will happen in San Francisco on January 9, 2017.  The district offers this training but the staff preferred to receive from the Heinemann publishers.  A motion was made and seconded to approve this expenditure.  There was one absention.

    4. SSC training at Franklin: Ms. Alexandre explained what was presented at the District SSC Training, Thursday evening, November 17, 2016.  The training explained how SSC meetings are supposed to be organized and held and why they are important.  Information used at this meeting are attached to these minutes. Ms. Alexandre felt the meeting was worthwhile and useful to help her run the SSC meetings at Franklin School.

    5. Title 1 Audit: Ms. Seyer-Ochi explained that OUSD was audited last week.  The auditors were looking to ensure money was being spent as it was stated in the school plan.  The auditors met with representatives from SSC, SELLS, and parents.  They visited 18 classrooms and viewed how students have access to various resources and the varied ways students are cared for at school.  The auditors were satisfied with their Franklin visit.  There were no concerns in their reports about Franklin. It was noted that there is funding to provide extra tutoring for ELL students.

    6. Enrollment Options Efforts: Ms. Seyer-Ochi explained that historically Franklin has never recruited students.  The problem now is the district is under enrolled.  Franklin wants to continue to serve our students. The SSC discussed how Franklin could encourage the community to send their children to Franklin.  Pamphlets with parent quotes, data, diversity, programs offered at Franklin, word of mouth from parents who have students at Franklin, and Open House were some suggestions.  Ms. Seyer-Ochi explained that she would work on a pamphlet to be ready for Parent Engagement Week.

    7. School performance Framework: Ms. Seyer-Ochi explained that this document shows Franklin’s strengths and weakness.  She explained the various colors, academic status, academic growth, culture & climate status, culture & climate growth, and the overall tier.  Last year we focused on systems and classrooms. This year we are focusing on staff to work directly with students.  Franklin’s growth in academic areas remained the same.  Academic Status and Academic Growth are 60% of the data and Culture and Climate Status and Culture and Climate Growth are 40% of the report.  Growth becomes difficult when a school is at a higher level.  We will talk more about this report in December.  We want to focus on 5 priority and high need areas.  What do you think is working at Franklin and what should Franklin focus on?  This document is found on the Franklin website.

    8. Franklin 2017-18 priorities: A motion was made and seconded to move this to December.

    9. Home-School Compact Agreement: A motion was made and seconded to move this to December. 

    10. Family Engagement Week:  Ms. Alexandre talked about need for creating a pamphlet about Franklin School, the programs, the strengths, the diversity to give parents during this week. During one of the days, there should be a Family literacy night. Technology also needs to be explained at this event such as show parents how to access the Franklin website, setting up email accounts, receiving reduced cost internet, free computers.  There should be information about homework, EBAYC Reading Partners, and ESL options.

    11. SELLS Report: Mr. Hickox reviewed the minutes from the last meeting.  Homework and communication were topics parents felt were important.  Parents use homework to see what is happening in the classroom.  The office should be staff with a person who speaks a certain language at specific times during the week so parents who speak that language can receive assistance.  The parents also want more ESL classes. 

    12. Principal’s Report: Ms. Seyer-Ochi explained about the following topics:
    a. The superintendent will visit Franklin School on December 14, 2016.
    b. The corner of the library was repainted to be used as a reading center for our students.
    c.  Report Card Week: December 5-9. Families will come to school to receive report cards.  Grades 4 and 5 will be on Monday.  There will be middle school representatives on site during this time.

    School Site Council Meeting Minutes: October 21, 2016

    1. Welcome/Call to Order/Roll Call:  Ms. Alexandre welcomed the parents and staff to the SSC meeting.  Members present: Lydia Alexandre, Ester Lara, Mimi Nguyen, Ingrid Seyer-Ochi, Yvonne Prospato, Aileen Chang, Imelda Ojeda, Quise Edwards and Willis Hickox.  Absent: Osbornique Williams, David Li-Bland.

    2. Approval of Minutes: Ms. Alexandre had the parents and staff review both minutes 1/23/16 and 1/30/16.  There were no concerns raised.  A motion was made and seconded to approve these minutes.

    3. Approve By-Laws:  There were issued raised about the By-Laws.  Ms. Chang introduced a School Site Council By-Law template to facilitate modify the By-Laws. Principal Ingrid wants to schedule a meeting to review the current By-Laws with staff.  A full staff meeting or a sub-committee will be convened to study about updating and amending the By-Laws and this will be scheduled on a PD Wednesday. For now, a motion was made and seconded to approve the 2016-2017 By-Laws as they are now written. 

    4. Budget Update:  Some information about the budget could not be shared due to personnel privacy. A PowerPoint (PP) was used to share this information. Please refer to the PP. Ms. Seyer-Ochi explained where the money was budgeted.
    a. Overall Title I Budget:
    b. Technology Needs Assessment: Franklin will take a technology assessment for each teacher to see what items are needed. 
    c. Contract funds update and funds transfer: $27,000 surplus transferred to Books-Other-Than-Textbooks. A motion was made and seconded to transfer $27,000 from contracts to books other than textbooks.
    d. Imagine Learning: A plan to pilot 6 students with Imagine Learning for a cost of about $900 was raised.  Ms. Prospato explained how this program helps newcomer students.  More information about this program can be found here:  https://www.imaginelearning.com/ The program costs $150.00 per student.  A motion was made and seconded to purchase 6 student license for Imagine Learning. Ms. Prospato will choose her highest needs students for this program.
    e. D-ELD curriculum:  Systematic ELD for all the classrooms.  Title I money will be used to purchase ELD materials.  Teachers are still review what materials to purchase.  The total cost is unknown but will be around $10,000 to $20,000.  An emergency SSC meeting will be convenient to purchase these materials prior to the regularly scheduled November SSC meeting
    f. Literacy Intervention Workshop PD: A motion was made to seconded to send two people to a Literacy intervention PD. The two staff members will attend a workshop to learn how to use LLI intervention program.
    g.  Academic Mentors-Reading Partners: Last year $12,000 was budgeted for this program.  As it turned out, we only needed to $10,000.00 A motion was made to transfer $10,000 to Reading Partners and $2000.00 to additional stipends for teacher contracts. The motion passed with one abstention.

    5. School-Family Compact and Parent Involvement Policy: Ms. Seyer-Ochi distributed copies of the compact and policy.  She explained what these were about and wanted input from parents, students, and staff.  This item will be revisited in November.  The Compact and Policy will be shared again with families during Family Engagement Week in December, along with report cards and Family Literacy Night.

    6. SELLS Report: Mr. Hickox the purpose of the SELLS and how it would support SSC.   Minutes were kept and are posted online.  Principal Ingrid mentioned that a language assessment and technology assessment needs assessment need to be conducted.  SELLS meets the first Thursday of each month in the library at 9:00 a.m.

    7.  Elect District LCAP Representative: Ms. Seyer-Ochi introduced Brittany Love, Family Engagement Liaison, who explained the meaning of LCAP: Local Control and Accountability Plan. Attached to these minutes is a document explaining the significance of LCAP.   Ms. Asia Hersi nominated herself to be our LCAP representative.  This motion was seconded and approved. 

    8. Setting 2017-18 Priorities, Round 1: Ms. Seyer-Ochi explained that superintendent wants the SSC to set priorities and align the budget.  The two goals he wants discussed at the next SSC meeting are listed below.  By the end of our December 2016 SSC meeting,  we will have had to discussed the following:
    1. Identified Franklin’s top 5 priority needs areas
    2. 2. Discussed budget allocations to address these needs for the three scenarios
    a. 2017-18: Budget decreases
    b. 2017-18: Budget remains stable
    c. 2017-18: Budget increases

    9. Principal’s Report

    c. Thanksgiving Basket give-away: Saturday, November 19, 2016

    School Site Council Meeting Minutes:  September 23, 2016

    1. Welcome: Principal Ingrid welcomed the parents, staff, and community members to Franklin School.  The district interpreters were not present so we had use staff to help with interpreting.

    2. Description and Training on duties and Responsibilities of SSC: Principal Ingrid Parents viewed Participating on your School’s SSC: Building Capacity for Student Success slide presentation. Principal Ingrid talked about the SSC duties and responsibilities.  Childcare will be available at the next SSC meeting.

    3. Election of SSC Parent Members: Principal Ingrid explained the process of the SSC parent voting process. Parents self-nominated and other parents nominated parents.  A typed ballot was created with all the parent nominees listed alphabetically.  It was then distributed to the parents so they could vote for five parents to be on SSC.  The ballots were then tallied Sara Nuno-Villa, School Governance Specialist. These were the five parents and two alternates chosen to be on SSC:  Lydia Alexandre, Esther  Lara, David Li-Bland, Mimi Nguyen, Osbornique Williams. Two alternates: Asia Alibadi and Linda Trinh.

    d. The playground is scheduled to be repaved this summer before any playground modifications are made.
