The Facilities Planning and Management Department works to improve the quality of Oakland schools. We prepare students for college and jobs, upgrade science labs, classrooms, computers and technology, improve student safety and security, repair bathrooms, electrical systems, plumbing and sewer lines, improve energy efficiency and earthquake safety, and oversee new modernization, construction, improvements, upgrades, and replacement projects. In addition, our maintenance and custodial teams provide a clean and safe environment that is conducive to learning for our students.
A letter from Deputy Chief of the Division of Facilities and Management, Joe Dominguez:
Welcome to the Facilities Planning & Management Division. Our primary goal as a department is to improve the quality of Oakland schools and school facilities to better prepare students for their futures. By providing students with a positive learning environment, we are working to ensure all students feel respected and heard.
This means we are making sure that our students have full access to the what they need to be successful, regardless of their backgrounds. We want every school facility to be safe, welcoming, and inspiring. We achieve that by doing important and visible projects like upgrading science labs, classrooms, computers and technology, maintaining playgrounds, gardens, athletic fields, and courts, and working on modernization, new construction, and replacement projects. Our department also tackles the projects that are not always seen, but often felt: repairing bathrooms, improving energy efficiency and earthquake safety, maintaining and upgrading electrical systems, plumbing, and sewer lines, and improving student safety and security. In addition, our maintenance and custodial teams provide a clean and safe environment that allows our students to focus on learning.
We also oversee the capital improvement program, funded by bond measures including Measure B ($65 million dollars) and Measure J ($475 million). The Facilities Division manages over 100 buildings and 680 portables, totaling 5,841,891 square feet. On average, our maintenance operations address and respond to over 20,000 work orders per year.
Many of us have children in an OUSD school, and we take pride in providing our students with the foundation for success in life. Our department looks forward to continuing our work with parents, teachers and administrative staff, the school board, and the broader community to provide the best possible facilities for our students.

The Blueprint process launched on May 25th, 2017. Opportunities to engage continue through the final meeting on January 17, 2018 which culminates in a presentation of recommendations to the Board of Education. Click the link to see an updated video.
Oakland Unified School District in collaboration with the City of Oakland and 360 Total Concept hosted a business outreach event entitled "Doing Business with the District". This event marked the first outreach partnership between the OUSD Facilities and Procurement departments and the City of Oakland. City of Oakland and District officials including Board President James Harris and Director Jumoke Hinton-Hodge, along with District Facilities and Procurement officials welcomed attendees looking to learn about business opportunities with the District.
Blueprint for Quality Schools
The Blueprint for Quality Schools is a long-term plan for meeting the changing facility, program and educational needs of the district. This plan will contain a needs assessment for every school in the district, as well as recommendations on school reconfiguration and rehabilitation to provide equity, quality and opportunity for ALL OUSD students. Families, community members, and an experienced team of professionals will work together to develop the plan for creating better spaces and programs for our children to thrive.
