Mr. Joe Dominguez

Welcome to the Facilities Planning & Management Department, where we oversee the capital improvement program, funded by bond measures that include Measure B at 65 million dollars and Measure J at $475 million.

I joined Oakland Unified School District in June 2016 as the Deputy Chief of Facilities & Planning Management. Before OUSD, I served as the Chief Deputy Superintendent for Inglewood Unified School District (IUSD) and was successful in providing executive management for the district’s Human Resources, Education Services, and Business Services divisions. One of his major accomplishments was developing a fiscal recovery plan that led to the elimination of an $18 million dollar structural deficit and developing a path towards fiscal recovery. 

The primary goal of our department is to improve the quality of Oakland schools and school facilities to better prepare students for college and jobs, to upgrade science labs, classrooms, computers and technology, improve student safety and security, repair bathrooms, electrical systems, plumbing and sewer lines, improve energy efficiency and earthquake safety as well as modernization, new construction, improvements, upgrades, and replacement projects. In addition, our maintenance and custodial teams provides a clean and safe environment that is conducive to learning for our students. 

Facilities Division manages over 100 buildings, 680 portables, totaling 5,841,891 square feet. We are responsible for the maintenance of playgrounds, gardens, and athletic fields and courts. On average, our maintenance operations addresses and responds to over 20,000 work orders per year.

Throughout the years, Mr. Dominguez has earned accolades for his work in public education and on behalf of students. One of those major awards was national recognition from the National School Board Association for 18 years of service as school board member and four years of service on the California School Board Association board of directors.

Mr. Dominguez was born and raised in northern California, and enjoys volunteering his time as a little league coach and as a youth mentor in his local church’s youth ministry program.
